Los Angeles Police Department,
High priority warrants.


With the implementation of the Los Angeles prison. The LAPD has been required to come up with a set of guidelines for the, still operational High facility prison. This prison is reserved for criminals' who are massive repeat offenders or have committed incredibly heinous or cold blooded crimes and show no empathy towards people whom they have hurt. The following is the currently implemented process of securing a prisoner within the HFP:

1) A en existing LAP prisoner who has been noted as a major repeat offender or someone who commits the offences below are the people eligible.
2)That person will be charged and detained at the Los Angeles police department for the offences they have committed.
3)The arresting officer will then fill out a high Priority warrant request.
4)This request will then be scrutinised by the chief of police for any discrepancies and to determine if it is necessary to issue a High priority warrant.
5)If approved by the chief of police, arrangements will be made to transport the prisoner to the High facility prison. This will be done with the highest level of secure convoy.


These offences are, as of now, the only single offences which may allow an immediate high Priority Warrant to be requested by an officer(This list may be altered.:

* Committing first degree murder on 2 or more Law enforcement officers in one single incident.
* Committing first degree murder on a law enforcement officer within the Los Angeles Prison. (n.b Not correctional guards.
* Any acts of terrorism against the United States of America.
* Committing first degree murder on three or more innocent civilians in cold blood in one single incident.
* Any prolonged period whereby the offender has the intent to permanently deprive the life's of a set of victims. (Serial killer)
* Committing a cold blooded first degree murder on any person whom may not be able to adequately defend themselves. (The elderly or disabled)


These are other issues which allow an High Priority warrant to be applied for:

* A continuous criminal record, whereby the suspect shows absolutely no sign of regret nor any rehabilitation from serving time in prison.
* Continued violent behaviour within the Los Angeles Prison whereby numerous persons have been seriously assaulted.
* A person who, due to mental issues, may put themselves or others in risk due to their condition.


Finally, these are the current services the HFP will now offer:

* Capital punishment by the means of a lethal injection. ((CK))
* Life imprisonment with little possibility to appeal. ((CK))
* A specialist mentally disturbed wing, where certain prisoners will be placed for treatment or a life imprisonment. ((CK))
